GENERAL STATEMENT OF JOB
Under limited supervision, plans, organizes, directs and supervises a variety of programs for the Recreation Commission at assigned facility, ensuring the availability of comprehensive recreation and leisure services for community citizens. Performs related administrative, supervisory and professional work as required. Reports to the Recreation Superintendent.
SPECIFIC DUTIES AND RESPONSIBILITIES
ESSENTIAL JOB FUNCTIONS
Supervises the daily operation of assigned facility, ensuring compliance with all applicable policies, procedures, regulations and standards of quality and safety.
Supervises the work of subordinate staff and volunteers. Supervisory duties include scheduling; instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; selecting new employees; acting on employee problems, and recommending employee discipline, discharge, and salary increases.
Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training, advice and assistance as needed.
Establishes policies and procedures within the scope set by the Commission.
Prepares, implements, and administers budgets for areas of responsibility; monitors program purchases for adherence to approved budget guidelines; prepares documentation for RFP’s; reviews, analyzes, and makes recommendations for RFP awards.
Coordinates with the executive management team to ensure that all facilities, grounds, equipment, and properties are maintained in a safe, presentable, and operational manner at all times.
Prepares grants and proposals to secure outside funding sources for park programs; prepares grant documentation and reports as required.
Oversees the development, implementation and promotion of new programs and services, including but not limited to athletic programs, instructional programs, special events and recreation and social support services.
Prepares and maintains comprehensive capital needs lists; plans, sets priorities for and implements projects as funds become available.
Takes appropriate steps to ensure the safety of all citizens that utilize department property and facilities and take part in any activity offered by the assigned park.
Coordinates activities and programs with other departments, school / district personnel, community/civic organizations, and others as appropriate.
Participates in public relations efforts to increase public awareness of park programs and services.
Receives and responds to public/participant inquiries, concerns and complaints.
Keeps abreast of trends and issues in public recreation by reading professional publications and attending conferences, workshops, professional meetings, etc.
Performs general administrative / clerical duties as required, including preparing reports and correspondence, copying and filing documents, sending and receiving faxes, answering the telephone, entering computer data, conducting and attending meetings, answering e-mail correspondence, etc.
Receives, reviews, prepares and /or processes various documents, including time sheets, expenditure / revenue reports, budget reports, maintenance records, job applications, performance appraisals, purchase orders, attendance/participation reports, accident reports, inspection reports, various other records, reports, memos and correspondence.
Refers to policy and procedure manuals, computer manuals, safety manual, equipment manuals, professional journals, architectural and construction drawings, etc.
Operates an agency vehicle and a variety of equipment such as a computer, printer, typewriter, calculator, copier, fax machine, telephone, etc.
Uses computer, clerical supplies, and a variety of recreational and financial software applications.
Interacts and communicates with various groups and individuals such as the Executive Director, other department heads and employees, subordinates, various government agencies, civic/community organizations, local business leaders, school / school district personnel, volunteers, program participants, parents, sponsors, vendors, elected officials, Advisory Councils, and the general public.

MINIMUM TRAINING AND EXPERIENCE
Requires a Bachelor's degree in parks, recreation and tourism administration or related field supplemented by three to five years of responsible experience in recreation programming or management, some of which has been in a supervisory capacity, or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities. Must possess a valid state driver’s license.

Physical Requirements: Tasks involve the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and the lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (up to 20 pounds), and occasionally heavier weight (up to 50 pounds).
Data Conception: Requires the ability to compare and/or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.

Motor Coordination: Requires the ability to coordinate hands and eyes using office machinery; to operate motor vehicles.
Manual Dexterity: Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, tools, etc. Must have moderate levels of eye/hand/foot coordination.
Color Discrimination and Visual Acuity: Requires the ability to differentiate colors and shades of color; requires the visual acuity to determine depth perception, peripheral vision, inspection for small parts; preparing and analyzing written or computer data, etc.
Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.
