GENERAL STATEMENT OF JOB

Under limited supervision, provides highly responsible information technology direction and support; manages IT/IS department operations, advise management in strategic planning efforts, research and implement technical strategic solutions, manages information systems, implement agency information systems and hardware as needed. Work involves completing a variety of special projects; development and quality assurance, lead technology expansions, and performing related work as required. Reports to the Associate Executive Director.

 

SPECIFIC DUTIES AND RESPONSIBILITIES

 

ESSENTIAL JOB FUNCTIONS

Involved in strategic operations planning and information systems technology development with top senior management; setting objectives and methods in order to reach business goals; keenly aware of organizational growth initiatives regarding local and regional trends and target customer segments, and the agency’s potential to meet customer needs with services through technology.

Maintains staff by recruiting, selecting, orienting, and training employees; maintaining a safe and secure work environment; developing personal growth opportunities. Accomplishes information technology results by communicating job expectations to staff; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; initiating, coordinating, and enforcing systems, policies, and procedures.

Maintains organization's effectiveness and efficiency by creating a product and system roadmap that includes defining, delivering, and supporting strategic plans for implementing information technologies; including but not limited to network systems, software and security, telecommunications, office equipment, hardware needs, back-up systems, wireless components, and security camera systems.

Handles responsibility for software, hardware and network services that involves the planning, analysis, design, development, testing, quality assurance, configuration, installation, implementation, integration, maintenance, and/or management of networked systems used for the transmission of information in voice, data, and/or video formats. Verifies application results by conducting system audits and analysis of technologies implemented.

Responsible for IT/IS project management which includes recommending, initiating, planning, executing, controlling, and completing projects to achieve specific goals and meet specific success criteria; leads the agency in technology expansions.

Preserves assets by implementing disaster recovery and back-up procedures and information security and control structures. Maintains quality service by establishing and enforcing organization standards.

Recommends information technology strategies, policies, and procedures by evaluating organization outcomes; identifying problems; evaluating trends; anticipating requirements.

Recommends and provides technical advice and directives to agency on purchases of hardware and software; conducts studies and surveys; provides oral and written recommendations to management on office needs, hardware, software, voice and data networks, and web services.

Accomplishes financial objectives by forecasting requirements; preparing and managing an annual budget; scheduling expenditures; analyzing variances; initiating corrective action. Maintains asset tracking inventory and end-of-life (EOL) cycle on all agency technological equipment.

Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.

Coordinates and manages contract and maintenance agreements on various systems and services; outsourcing plans and assistance, and review invoices for accuracy before submitting for payment.

Meets with vendors to discuss and evaluate software packages, cell phone options, networking solutions, etc. Provides training, assistance, troubleshooting, and problem resolution for end users agency wide.

Determines the need for and schedules computer system maintenance, repairs and upgrades; maintains the host computer and network servers; performs daily and monthly data backups; coordinates system access and security.

Develops, implements and assists with word and data processing procedures for various business applications; creates computer reports, lists, spreadsheets, etc., for Commission departments and divisions as required.

Prepares and/or processes purchase orders, meeting agendas, check requests, and various other reports, letters, memos, correspondence, etc.

Refers to policy and procedure manuals, computer manuals, technical journals, etc.

Interacts and communicates with various groups and individuals such as the Associate Executive Director, department heads, co-workers, vendors, committee members, service providers, user groups, news media, and the general public.

MINIMUM TRAINING AND EXPERIENCE

Requires a Bachelor’s degree with a concentration of coursework in computer science, supplemented by six to eight years of experience in computer software and network operations, or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities. Must have strong analytical, communication and change management skills.

 

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED

Physical Requirements: Tasks involve the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which involves some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (up to 20 pounds) and occasionally heavier weight (up to 40 pounds). Tasks may involve extended periods of time at a keyboard or workstation.

Data Conception:  Requires the ability to compare and/or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.

Interpersonal Communications:  Requires the ability of speaking and/or signaling people to convey or exchange information.  Includes giving assignments and/or directions to subordinates and receiving assignments and/or direction from supervisor.

Language Ability:  Requires ability to read a variety of policy and procedure manuals, financial documents, equipment manuals, computer manuals, insurance documentation, etc. Requires the ability to prepare reports, records, correspondence, minutes, etc., with proper format, punctuation, spelling and grammar, using all parts of speech.  Requires the ability to speak with and before others with poise, voice control, and confidence.

Intelligence:  Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions; to deal with several abstract and concrete variables.  Requires the ability to apply influence systems in providing staff supervision; to learn and understand relatively complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation.  Must have the ability to comprehend and interpret received information.

Verbal Aptitude:  Requires the ability to record and deliver information, to explain procedures, to follow and give verbal and written instructions; to teach employees. Must be able to communicate effectively and efficiently with persons of various ages, educational and cultural backgrounds.

Numerical Aptitude:  Requires the ability to add and subtract totals, to multiply and divide, to determine percentages and decimals and to determine time.  Must be able to use practical applications of fractions, percentages, ratio and proportion. 

Form/Spatial Aptitude:  Requires the ability to inspect items for proper length, width and shape, and visually read various information.

Motor Coordination:  Requires the ability to coordinate hands and eyes using office machinery.

Manual Dexterity:  Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, tools, etc.  Must have minimal levels of eye/hand/foot coordination.

Color Discrimination and Visual Acuity: Requires the ability to differentiate colors and shades of color; requires the visual acuity to determine depth perception, peripheral vision, inspection for small parts; preparing and analyzing written or computer data, etc.

Interpersonal Temperament:  Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.

Knowledge of Job:  Has thorough knowledge of the methods, procedures, and policies of the Administration Department as they pertain to the performance of duties of the Information Systems Director. Has knowledge of the laws, ordinances, standards, and regulations pertaining to the specific duties and responsibilities of the position. Has knowledge of the principles and techniques of planning programs and work activities in a recreation environment. Has knowledge in the areas of computer / network technology and maintenance, information systems management, communications technology. Is able to prepare training materials and provide effective user training and assistance.  Is skilled in troubleshooting and resolving hardware and software problems. Is able to install new equipment and systems.  Has knowledge of the standard tools, materials and practices of the industry. Is skilled in the care and use of required tools and equipment.  Has knowledge of the occupational hazards and safety precautions of the industry. Is able to take the initiative to complete the duties of the position without the need of direct supervision.  Is able to plan and supervise the implementation of short and long range technology needs to support parks and recreation activities and objectives such as additional facilities, web registration versus onsite registration, additional staff.   Is able to establish and maintain working relationships with users, technical staff, management, vendors, and others.
